AmCham Ghana Calls for an Enabling Policy Environment as Catalyst for Ghana’s Digital Economy at Google Forum

CEO Doris Afanyedey urges regulatory predictability and open investment frameworks to unlock Ghana's AI ambitions on the global stage

ACCRA, 17TH JUNE 2026 – The American Chamber of Commerce in Ghana, (AmCham Ghana) participated as a featured voice at the Google Forum held on June 17, 2026, in Accra, under the theme “Driving Digital Transformation in Ghana Together.” The convening brought together senior leadership from Google Sub-Saharan Africa, the Honourable Samuel Nartey George, Minister of Communication, Digital Technology and Innovation, representatives of the U.S. Embassy Ghana, and top leaders from Ghana’s business and technology community.

Speaking at the forum, AmCham Ghana CEO Doris Afanyedey commended the government of Ghana and Google for convening what she described as a “crucial forum” and praised Minister George for his “remarkable vision and leadership” in driving Ghana’s AI and digital transformation agenda. She noted that the strides being made under the Ministry’s stewardship were “putting Ghana on the global radar.”

Ms. Afanyedey expressed AmCham Ghana’s strong support for the National AI Strategy, describing its vision of an AI-powered society that scales one million young Ghanaians as “exactly the kind of forward-thinking leadership that attracts global investment.”

She affirmed, however, that realising this ambition requires a policy environment that functions as a powerful accelerator. “Predictability and legal certainty are the bedrock of investor confidence,” she said. “American companies, and the entire global tech community, thrive in environments where the rules of the road are clear and aligned with international best practice.”

Ms. Afanyedey highlighted three areas of ongoing collaborative dialogue between AmCham Ghana and the Ministry of Communication, Digital Technology and Innovation:

Maintaining open and inviting foreign investment frameworks. AmCham Ghana is working closely with the Ministry to ensure that policies related to foreign direct investment remain as open and welcoming as possible, with no unintentional barriers to the capital that Ghana is working hard to attract.

Preserving Ghana’s integration into global digital networks. AmCham Ghana has engaged constructively with the Ministry on the technical realities of global platform operations, advocating for an approach that avoids mandates such as forced data localisation or source code disclosure, and that keeps Ghana fully integrated into secure, globally interoperable networks.

Championing an inclusive digital environment. Afanyedey stressed that the world’s leading technology companies prioritise environments that foster diversity, open expression, and safety for all employees and users, not merely because it aligns with global values, but because inclusivity is critical to attracting the global talent and innovation that Ghana seeks.

Ms Afanyedey described the Ministry of Communication, Digital Technology and Innovation as “the most responsive ministry we have had to work with,” noting that the Ministry replies to all correspondence from the Chamber, a standard she called foundational to productive private-public partnership.

“AmCham Ghana and its members stand ready to continue this constructive dialogue,” she said, “harmonising our regulatory framework to champion both innovation and investment.”

The forum also featured the official unveiling of refreshed Google Street View imagery for Ghana, an update on the 100,000 Google Career Certificate scholarships distributed through the government’s One Million Coders programme, with nearly 30,000 citizens already enrolled and more than 200,000 hours of learning logged, and the announcement of a proposed national AI cloud partnership powered by Google Cloud, built on three pillars: digital public infrastructure, digital resilience, and digital government capacity.
