The Ministry of Communication, Digital Technology and Innovations, on Monday, 27th July 2026, convened a stakeholder engagement meeting to discuss the Draft Digital Economy and Innovation Development Fund (DEIDF) Bill, featuring representatives from the U.S. Embassy, AmCham Ghana and American Tower Corporation, playing a prominent role in the deliberations.
The meeting, held at the Ministry, brought together key industry players to provide further inputs, comments, and feedback on the current version of the draft bill. The engagement forms part of the Ministry’s broader effort to ensure that Ghana’s evolving digital economy framework remains practical, investment-friendly, and aligned with industry realities.
The DEIDF Bill, currently under legislative review, seeks to establish a fund to provide financial and technical support for digital infrastructure, innovation, skills development, entrepreneurship, and inclusive access to digital services. A key feature of the Bill is the transition of the Ghana Investment Fund for Electronic Communications (GIFEC) into the new Digital Economy and Innovation Development Fund, a move expected to align the Fund more directly with Ghana’s digital economy goals, including innovation financing and digital inclusion.
AmCham Ghana’s participation reflects the Chamber’s intensified engagement on legislative and regulatory reforms affecting the private sector. The Chamber’s ICT, Digital Economy & Innovation Committee has been actively reviewing ongoing developments in Ghana’s ICT policy environment, particularly the suite of draft legislative bills currently under consideration. Industry leaders have consistently emphasized the importance of engaging constructively with policymakers through public consultations, ensuring that regulatory frameworks remain practical and investment-friendly. The Chamber has also highlighted the need for a more unified and structured position on ICT-related draft bills, rather than fragmented individual submissions.
As Ghana positions itself as a leader in Africa’s digital economy, the DEIDF Bill represents a significant step toward creating a sustainable and transparent mechanism to mobilise and allocate resources for digital inclusion and innovation. Stakeholders expect that the Bill, once passed, will provide a more predictable environment for investment and innovation across Ghana’s digital economy.
